The Operations Commander is responsible for management and supervision of the Patrol, Traffic and Special Service Divisions
of the department. The Operations Commander is also responsible for developing
and managing the work schedule for the entire department.
Lt. Bellan oversees all of the departments training. This includes scheduling
officers for both mandatory and specialized training, as well as coordinating
training conducted by the many instructors in the department. This includes
annual firearms qualification and training, use of force training, and
training on new department policies and procedures. Lt. Bellan also serves
as administrator of the departments Field Training Officer Program which
trains new officers hired by the department.As Public Safety Liaison, Lt. Bellan is the point of contact for all
other public safety entities in the township including the 8 volunteer
fire departments of the township, Ross/West View EMSA, Ross Township Fire
Police and the Ross Township School Guards. He also serves as the liaison
to Allegheny County 911, the municipalities emergency dispatch center.
In addition to his other duties, Lt. Bellan is currently serving as the
departments Accreditation Manager as they pursue accreditation through
the Pennsylvania Chief of Police Association. He is also serving on the
township’s Emergency Management Planning Committee that is in the
process of updating the township’s emergency management plans.
Lt. Bellan has been a police officer with
Ross Township since 1987. He served in the Patrol and Traffic Divisions
prior to his promotion to his current assignment in October 2000. While
in patrol, he spent 12 years as department Field Training Officer, including
5 years as Senior Field Training Officer. During his time in the traffic
division, Lt. Bellan served as one of the departments Accident Reconstructionist
and earned accreditation in this field through ACTAR. Lt. Bellan is a
graduate of Penn State University’s POSIT and POLEX programs and
a graduate of the FBI Nation Academy, 210th session. |
